Southwest Sewer Upgrade Project

The Southwest Sewer System Upgrade is a multi-year construction project that will expand the City’s wastewater network. It includes constructing a 4.5 km long large-diameter sewer line. This project will help prevent sewer backups in Southwest Regina and reduce wastewater bypass events during rainfalls. Contract 2 began in 2025.

Project Update – May 26, 2026

 

The Southwest Sewer System Upgrade Project has begun for 2026. This multi-year project resumes with work continuing in A.E. Wilson Park and moving into Government of Canada land during the 2026 construction season.

 

The remaining work on Kent Street between A.E. Wilson Park and Dewdney Avenue began April 20, 2026.

 

Landscape restoration in A.E. Wilson Park is underway and expected to be finished in the summer of 2026.

 

McCarthy Boulevard Sewer Renewal

 

Construction resumed on McCarthy Boulevard on April 6, 2026. As part of the sanitary sewer renewal project, multiple traffic restrictions will be applied throughout the duration of the work.

 

Work currently underway:

  • The first section of the liner for the sanitary sewer pipe has been successfully installed. Beginning May 28, crews will be adjusting the bypass piping to return the first pipe back into service.
  • From the end of May to the end of June, crews will continue to line additional pipes.
  • Once all pipes have been lined, they will be transitioned back into service and the large bypass pits will be deconstructed and site restoration will begin.

Outcomes:

  • Renewal of some of the largest pipes in the City, extending their lifespan for at least 50 years.
  • Minimal digging on the road surface.
  • Short construction timeline compared to open cut construction.

Restrictions:

  • North/southbound lane restrictions continue throughout the project.
  • Temporary Transit stops will remain throughout construction.

    Project Outcomes

    The Southwest Sewer Upgrade Project (Contract 1 to Contract 5) involves the construction of approximately 4.5 km of large-diameter sewer pipeline. The benefits of this project include:

    • Reducing basement flooding incidents.
    • Preparing for future population growth and new opportunities.
    • Reducing raw sewage bypass into the environment.

    Contract 2

    Contract 2 includes the installation of the large diameter pipe from A.E. Wilson Park, starting near Wascana Creek and continuing south through Kent Street, crossing Dewdney Avenue and into the Government of Canada lands.

    The City has also coordinated other underground and surface upgrades around Kent Street to help avoid future, disruptive construction. The majority of the additional work was completed in 2025, with landscaping and surface restoration work expected to be finished in 2026. It included installing new pipes to replace watermains, replacing storm drains and upgrading the streetscape with new pavement, curbs and gutters.

    Contract 3 

    Contract 3 is anticipated to start in 2026. It includes the installation of large-diameter pipes from Government of Cananda Lands, continuing south through Royal Regina Golf Club and into the northwest corner of the Rambler Park.
