Council Approves 2025 Budget that Supports a Growing City
The 2025 Budget approved by City Council invests in Regina’s growth by funding civic services and key capital projects in roadways, transport, public safety and recreation.
To support these investments, the approved 2025 mill rate increase is 7.33 per cent.
“The Council-approved 2025 Budget maintains Regina as one of the most affordable and livable cities in Canada, with crucial investments in services that support residents, businesses, and visitors,” said Niki Anderson, City Manager.

As part of Budget deliberations, City Council directed Administration to make two changes that impacted the Civic Operations mill rate increase, including:
- A 0.07 per cent increase to the mill rate to add two FTEs to support the Internal Auditor in reducing the audit backlog; and
- A reduction of projected spending for 2025 by at least $1.55 million, to lower the Civic Operations mill rate increase by 0.5 per cent. Administration will also report back to City Council on its cost-saving efforts near the end of Q2 2025.
City Council also approved a 5.82 per cent increase to the utility rate.
The combined increases to the mill rate, utility rate and library levy will be $26.41 per month for the average Regina Household.
The 2025 Budget reflects the City’s commitment to deliver services and infrastructure that meet the needs of Regina residents, while keeping property taxes among the lowest in Western Canada.
