Residential & Multi-Family Dwelling Inspections
How to Book an Inspection
Use our online forms to book a residential building inspection or a multi-family dwelling inspection.
Residential: Use the Residential Building Inspection Form for one or two unit dwellings (including semi-detached and duplexes), all residential decks and accessory buildings (including those serving multi-family dwellings).
Multi-Family, Residential Business, Alternative Family Care Home: Use the Multi-Family Dwelling Inspection Form for new buildings, additions and alterations to residential buildings containing three or more units (this does not include decks and accessory buildings), residential businesses and alternative family care homes.
Inspections can be scheduled for the next business day if they are booked in advance, prior to 3:00pm the day before.
On the day of your inspection, the Building Inspector will call the contact number provided between 8 to 8:30 a.m. to confirm the appointment, type of inspection and arrange an approximate time for the on-site inspection.
The building owner, contractor or designate must be on site for the inspection. A copy of the approved stamped plans must be available on site for the inspector.

New One and Two Unit Dwellings (including Backyard Suites)
Minimum Number of Inspections: 5
When to call for an inspection:
- Foundation - Re-bar, prior to concrete pour
- Prior to backfill - After subfloor has been installed
Real Property Report Submitted - after foundation is completed and prior to framing inspection - Framing* - after mechanical and electrical rough-in, prior to insulation
- Insulation - after vapour barrier prior to drywall
- Final - once all safety items are in place prior to occupancy
*If professionally sealed shop drawings are required as a condition of your building permit, they must be sent to buildingdocs@regina.ca prior to booking your framing inspection.
New Multi-Family Dwellings
Minimum Number of Inspections: 5
When to call for an inspection:
- Foundation - Re-bar, prior to concrete pour
- Prior to backfill - After subfloor has been installed
Real Property Report Submitted - after foundation is completed and prior to framing inspection - Framing - after mechanical and electrical rough-in, prior to insulation
- Insulation - after vapour barrier prior to drywall
- Final - once all safety items are in place prior to occupancy
*Framing inspection will be refused if Real Property Report has not been submitted.
Basement Development/Secondary Suite
Minimum Number of Inspections: 3
When to call for an inspection:
- Framing* – after mechanical and electrical rough-in, prior to insulation
- Insulation – after vapour barrier prior to drywall
- Final – once safety items are in place

Addition
Minimum Number of Inspections: 5
When to call for an inspection:

Detached Garage/Accessory Building
Minimum Number of Inspections: 2
When to call for an inspection:
- Framing* – Doors and windows are in place, prior to any interior finishing
- Final – once all work complete

Decks
Minimum Number of Inspections: 1
When to call for an inspection:
- Framing / Final – Once supporting structure is in place ie: posts, beams as well as guards and handrails are complete
Demolition
Minimum Number of Inspections: 1
When to call for an inspection:
- Final – all buildings removed and site cleaned up
Foundation Repair
Minimum Number of Inspections: 1-3
When to call for an inspection:
- Foundation - re-bar, prior to concrete pour
- Prior to backfill - after weeping tile and damp proofing
- Bracing - After blocked, bolted, grouted
Alterations
Generally, the scope of alterations can vary. Do not cover any new work prior to having an inspection. After your first inspection work with your inspector to determine when inspections will be required.
Additional Inspection Fees
The cost of each inspection listed above is included in the building permit fee, however, subsequent inspections may be subject to additional fees.

A re-inspection fee shall apply for any of the following reasons:
- An inspection has been scheduled but there is no access to the site.
- An inspection has been scheduled but cannot be carried out because the project is not complete as required to perform the inspection. i.e. Booking a framing inspection prior to mechanical and electrical rough-ins being complete will result in a re-inspection fee. Refer to “When to call for a Residential Building Inspection” chart above for further clarification.
- Any inspection requiring more than one re-inspection due to corrections not being addressed or corrected at the subsequent inspection. You will be allowed one scheduled inspection with one correction re-inspection. Any subsequent inspections require the re-inspection fee to be paid prior to an inspector will come out, pertaining to that stage of construction.
This fee is to be collected prior to scheduling any subsequent inspection. The inspector will not be able to confirm or conduct any additional inspections until the re-inspection fee has been collected. Should the builder continue work without paying or booking the re-inspection, the inspector will require any covered areas to be removed for the re-inspection to occur.

After the Inspection
Once the inspection is complete, the representative of the property owner, contractor or applicant will sign the inspection form and receive a copy. This copy of the inspection provides the all-clear to continue with construction or notes any deficiencies that need to be addressed prior to passing that inspection stage. If a re-inspection is required, this will be noted on the inspection form.
Note: For most permit types, a City of Regina Property Assessor will also visit the property. This is separate from the inspection process.
Mechanical/Plumbing Inspections
Mechanical or plumbing inspections can be scheduled the same day. After a permit has been issued the permit applicant or contractor may phone 306-777-7292 between 8 and 9 a.m. to speak to a mechanical inspector. Prior to any plumbing being enclosed or covered, it must be inspected and approved by a mechanical inspector. Inspections must occur while the plumbing is under pressure test (air or water).
Mechanical/Plumbing Inspections include:
- Plumbing - work must be completed and called in by a Journeyperson with a Certificate of Qualification issued pursuant to section 29 of the Apprenticeship and Trade Certification Regulations, or a company that employs one or more certified Journeyperson(s)
- Residential and commercial ventilation
- Water, sanitary sewer and storm sewer pipe installation on private property (not city property)
- Final residential and commercial completion inspections
- Backflow prevention devices identified in the permit application
Commercial Inspections
After a building permit is issued, the building inspector will work with the permit applicant, owner and/or site personal to arrange periodic inspections. The frequency of the inspections depends on project scope and construction progress. Although there are no mandatory inspections during construction, an approved final inspection will be required prior to occupancy.

Tents, Stages and Temporary Buildings

Occupancy Permit & Letter of Completion
Residential
Upon completion of a satisfactory final inspection, an occupancy permit (new builds) or a letter of completion (all other projects) will be issued. Note that only copies of occupancy permits will be provided unless a request is made for a letter of completion.
Commercial
If applicable, an issued commercial building permit will clearly define permit conditions which may be required to be addressed prior to the permit being completed. Some typical examples may include new sprinkler or fire alarm system verification.
Once all permit conditions, along with a satisfactory final mechanical and building inspection have been completed, an occupancy permit (new builds and additions) or letter of completion (all other projects) will be issued. Hard copies of the occupancy permit or letter of completion will not be provided unless requested.
