You need to obtain a building and/or development permit for an alteration, conversion, or tenant improvement in commercial, industrial, and institutional buildings. Changes proposed to existing buildings or changes to the business activity that result in a new building code occupancy/use or occupant load require a permit. Even if there is no construction planned, a building or development permit may be required.
The following information will help prepare your building permit application and make sure it meets the City’s requirements. Business owners and contractors should consult a design professional before financially committing to a location. The cost to make necessary upgrades or changes may be expensive.
Pre-application meetings provide the opportunity for designers and owners of an upcoming commercial project to meet with the City of Regina to discuss questions specific to that project.

- Review the advisory When a Professional Designer is Required to ensure professional and competent design.
- Complete the Alteration, Conversion & Tenant Improvement Application Package to ensure your application contains all required information and documents. Incomplete submissions will not be accepted. The project package may be updated at any time, be sure to check back to this web page for the most current version.
- The application must be signed by the legal owner of the property as well as the applicant.
- If applicable, contact Technical Safety Authority of Saskatchewan (TSSASK) for inspections and permits for gas or electrical work.
- Submit your application through eBuild. The City will review your application to ensure it meets all required regulations and/or bylaws.
Apply Online - Once your application is approved, you will receive an email advising of the permit fee (be sure to check your junk mail folder). Payment can be made online for eBuild customers, over the phone, or at the permit counter on the main floor of City Hall. Please note that the permit is not issued until the fee has been paid. Once issued, the applicable permits and approved drawings will be sent via email and made visible through your eBuild account.
PLEASE NOTE: Building permit application forms must be filled out in full. Incomplete applications will not be accepted.
- Legal land owner information must match what’s listed on land title. The individual signing for the legal land owner must be on title or must be authorized to sign on the legal land owner’s behalf via an authorization letter from the legal land owner.
- If a company is listed on title as the legal land owner, the individual signing on behalf of the owner must print their name and position associated with the company and must have signing authority.
- If someone is designated to sign on behalf of the owner, this authorization can be provided via an authorization letter from the legal land owner (individual giving authority must list name, position, and have signing authority).

Permit Process
The review time of an Alteration, Conversion, or Tenant Improvement Permit Application is approximately 20 days from the date a complete application is submitted. Review times increase depending on project type, required circulation and construction season. Apply early and review the information package and supporting documents prior to submission.
