Provincial Government |
The provincial government sets province-wide standards through The Construction Codes Act, approves supplemental standards set by municipalities and licences building officials. Saskatchewan Construction Standards Appeal Board hears appeals from building owners regarding application of accessibility standards and compliance orders issued by building officials. Municipal Authority |
The City of Regina administers and enforces standards and regulations, including National Building Code, The Construction Codes Regulations and Building Bylaw. Licensed building officials work for the municipality.

Property Owner |
The property owner is responsible for ensuring their building complies with all building and accessibility standards. Professional designers (architects, engineers) work for the building owner. |
Each municipality is responsible for the enforcement of these codes, acts, and regulations in the area in which it has jurisdiction. As part of its building permit process the City of Regina reviews and approves plans for construction that meet building codes and bylaws. The City of Regina will also conduct inspections during construction to verify that building code regulations have been followed.
