The City offers capital grants to support the conversion of non-residential buildings to residential dwelling units in Regina’s City Centre (see interactive map below), as follows:
- $75 per square foot for non-residential space converted to dwelling units; and
- $37.50 per square foot for non-residential space converted to residential common space and/or amenities.
The maximum funding available per project is $2 million. Funding is provided through the Housing Accelerator Fund. Projects must be completed no later than October 31, 2027, to receive payment.
Applications for this incentive will be accepted following budget deliberations in March 2025.
This incentive is available to renovation projects converting existing non-residential space to residential uses within the city centre (see interactive map below). Applicants and properties applying for incentives must not have taxes or other charges past due to the City.
The following are not eligible for this incentive:
- Projects located outside the program area;
- Construction of new buildings;
- Properties receiving incentives under other City programs;
- Projects already under construction prior to a complete application being submitted for consideration under this policy;
- Projects involving alterations to the exterior of heritage properties without an approved heritage alteration permit, or involving changes to character-defining elements that compromise the integrity of the building; or
- Properties for which an application is made with taxes or other charges past due to the City are not eligible for capital grants under this policy until those taxes or other charges are paid. The City may extend a one-week grace period after the application deadline to allow applicants to pay outstanding taxes or other past due charges.

Applicants are encouraged to contact the City early at CHS@regina.ca to discuss project eligibility and application requirements. It is also recommended that applicants complete a pre-application meeting to discuss regulatory requirements (contact permitfilesupport@regina.ca). This ensures a smooth application process. Applications may be made prior to acquiring a property and prior to a development/building permit being issued. Applications will not be accepted after construction has begun or where a project is receiving funding under another City program. Applicants must be current on all property taxes, utilities, parking, and other charges owing to the City at the time of application to be considered for funding.

All applications received by April 30 will be evaluated in May. All applications received between May 1 and July 31 will be evaluated in August until funding is exhausted. If funding remains after the August evaluation period, funding may be awarded to eligible applications on a first-come basis until December 31.
